近年来，江苏在经济快速发展的过程中，坚持把有效配置人力资源作为振兴经济、增强国力的战略选择，在不断完善与社会主义市场经济体制相适应的公共就业服务体系的同时，不失时机地把鼓励发展职业中介和劳务服务作为促进江苏社会就业更加充分的重要环节，以“增长提速、质量提升、产业发展”为目标，大力实施劳动保障领域的服务业跨跃，逐步形成了公共就业服务与职业中介服务企业双轮驱动的发展格局。
In the course of rapid economic development over recent years, Jiangsu Province has been taking the effective allocation of human resources as a strategic choice for invigorating economy and increasing national strengths. While continuously improving the public employment service system suitable for the socialist market economy, Jiangsu has been sparing no efforts in encouraging the development of private employment agencies and labor dispatch services for the purpose of promoting full employment in Jiangsu. With a target of accelerated growth, quality improvement and industrial development, the Province puts in great efforts in realizing a great leap in developing the service sector in the area of labor and social security. A development structure has been formed where the public employment service and employment agencies are developing in parallel.

1999年至2007年底，全省职业中介服务企业累计为2100万人次提供了求职登记，中介成功总人次突破1000万。不仅成为凝聚劳动力资源的主要承接体，也是促进经济社会和谐发展的一支重要力量。
From 1999 to the end of 2007, employment agencies in Jiangsu have provided registration services to jobseekers totaling 21 million person-times, among which over 10 million got employed. Private employment agencies have become not only a major carrier for pooling labor resources but an important force in the interests of harmonious development of economy and society as well.
